Panel discussion

Conducted in English, the discussion will focus on the theme “Women in Resilience Sectors” and will address three main areas: women’s participation in civil defense and/or civil protection; the role of women in military service and the armed forces; and violence against women in times of conflict. Co-organized by Taipei Office in Taipei and Human Rights Commission.

Mrs CHI Hui-Jung is the National Human Rights Commission’s Vice-Chairperson. She is a respected figure of the Taiwanese women’s rights movement and has spent decades fighting violence against women in her capacity as the Garden of Hope Foundation’s CEO. Since joining the Commission in 2020, Mrs CHI has coordinated the Commission’s work on women and women migrant workers’ rights and led the working group tasked with writing the Commission’s independent opinion on CEDAW in 2022 and 2026.

Wen Liu is a Taiwanese scholar, writer, and activist based in Taipei. She is an Associate Research Professor at the Institute of Ethnology, Academia Sinica. She received her Ph.D. in Critical Social Psychology at the Graduate Center, City University of New York in 2017. She is affiliated with the Department of Sociology at National Taiwan University. Currently, she is conducting fieldwork on the rise of grassroots civil defense mobilization in Taiwan and investigating how Taiwanese civil society responds to the escalating war threats from China. She serves as the committee member of the Whole-of-Society Defense Resilience Committee under the Presidential Office in Taiwan.

Hsiu-Hua Shen is an associate professor at the Institute of Sociology at National Tsing Hua University in Taiwan. Her research subjects include Taiwanese businesspeople in China, the relationships among housing, marriage, and family among urban Chinese young people, the Chinese government’s influence on Taiwanese young people, and Kinmen between Taiwan and China. She is also an activist in gender and women’s movements and a former chairperson (2016-2018) of Awakening Foundation, a leading women’s organization in Taiwan.

Enoch Wu is currently serving as the executive director of Forward Alliance, a nonprofit organization he founded in 2020. The alliance strives to bolster Taiwanese societal resilience through initiatives on civilian emergency preparedness and volunteerism. His work with local communities has earned him international recognition, including a spot on the TIME Next Generation Leaders list in 2022. From 2017 to 2019, Wu served in the Premier’s Office and on the National Security Council, where his portfolio included homeland security and critical infrastructure protection. From 2021 to 2022, he took on the role of chair of the Democratic Progressive Party’s Taipei Chapter, where he drove initiatives on youth engagement and party reform.

Theresa Der-Lan Yeh is Adjunct Professor (retired) at National Taiwan University and Research Fellow at its Population and Gender Studies Center. Her work examines gender and violence discourse, non-violent communication against hate speech, and gendered approaches to security and peace. She led Taiwan’s 2022 Gender Equity Education White Paper and serves on the advisory board of the We Change Program at the University of Tokyo. She has served multiple terms on the Gender Equality Committees of the Executive Yuan and Taipei City Government, collaborated with NGOs including the Women’s International League of Peace and Freedom, and since 2020 has been President of the Taipei Women’s Rescue Foundation, supporting survivors of gender-based violence and former WWII “comfort women” in Asia.

Speed Mentoring Session

Conducted in English, the speed mentoring session will bring together women professionals working in strategic sectors, including semiconductors, healthcare, sustainability, and fintech. The session will be structured around short rotating discussions, offering participants the opportunity to exchange on career paths, leadership challenges, and opportunities in cross-border and strategic industries.

Amanda Liu founded Everiii & Partners Consulting focusing on the field of technological innovation, assisting governments, corporate enterprises, or organizations in achieving innovation purposes. Since 2015, responsible for multiple government innovation and entrepreneurship programs and incubating the internationalization business of startups. As the CEO of the foundation, organized island-wide afterschool tutoring, benefiting over 100,000 students; launched Taiwan’s largest educational project, the “Foxconn Scholarship”; and promoted various emergency relief.

Lucia Liao began her new business journey within Acer Group in 2017, after holding key roles at the company’s global and EMEA regional headquarters. She has led global operations, driven market development across Europe and Asia, and overseen strategic planning, contributing to the launch of new subsidiaries that supported intrapreneurial growth during Acer’s dual-track transformation.

Linda Chang is Deputy Director Asia-Pacific at ECM Group. She specializes in business development for thermal processing solutions in semiconductor equipment, as well as for strategic components, including Electrostatic Chucks for SEMCO Technologies. She also oversees regional operations related to advanced front-end wafer processing technologies and industrial R&D collaborations in the semiconductor sector.

Emily Fang is a biotech founder with a track record in global business development and strategic partnerships, having negotiated and closed multi-million-dollar collaborations with leading biopharma organizations across North America, Europe, and Asia. At InFocus, she leads corporate strategy, global alliances, and capital formation while building an integrated AI drug discovery platform designed to scale across scientific, commercial, and geographic boundaries.

Anne Kwang has been with Veolia Taiwan since 1992. As a pioneer of Veolia’s environmental services, Ms. Kwang has been involved in waste-to-energy (incineration), integrated hazardous waste recycling and treatment, oil sludge recycling and disposal, and soil and groundwater remediation in various cities in Taiwan and China. With extensive and specialized experience in establishing, construction management, and operational management of general or hazardous waste treatment facilities, she has developed a forward-thinking approach to industrial modernization, to strategies for energy resource integration and to circular economy.

Emilia Chen, Founder, Formosa Impact Circle (FIC); Executive Search Consultant & Strategic Advisor. Based between Taiwan and Europe, Emilia works with institutional investors, family offices, and senior industry leaders on cross-border strategy, talent, and ecosystem building, with a focus on semiconductors, critical technologies, and sustainable innovation. She is involved in strengthening Taiwan-France/EU collaboration in critical technologies by connecting startups, investors, and policy stakeholders.

Ching-Hua Lin Rosengard brings two decades of expertise in business, fashion, tech media and startups to her role as Founder of DigiFashion Forum. Committed to advancing sustainability, Ching facilitates global collaboration across the fashion industry’s digital value chain. A specialist in cross-border and cross-disciplinary collaboration, Ching’s mission is to unite global stakeholders to empower businesses and champion innovative solutions through AI/ML, SaaS, and emerging technologies.
